Instructions
  1. Heat oil over medium heat in medium saucepot. Add garlic and onion and sweat for 2 minutes.
  2. Add the beef and water, stirring with a whisk until it begins to simmer. You don’t want the meat to brown and form clumps; the sauce should have fine pieces of beef.
  3. Add the remaining ingredients and reduce heat to low; cover and simmer for 1 hour, stirring occasionally.
