  1. Combine water and sugar in saucepan and bring to a simmer.
  2. Add the fennel seeds and fennel fronds and turn off the heat. Allow to steep for 30 minutes.
  3. Transfer to a heatproof container, cover, and refrigerate for 1 week, agitating daily.
  4. After a week, strain out fennel fronds and seeds. Transfer to clear glass bottle and add fresh fennel seeds and a few fennel fronds.
  5. Store in refrigerator for up to 2 weeks.
